Common private visa (Shared values)
In Accordance with Paragraph 4 of the Decree of the President of the Russian Federation dated August 19, 2024, No. 702, "On the provision of humanitarian assistance for individuals sharing traditional Russian spiritual and moral values" (hereinafter referred to as the Decree), individuals mentioned in Paragraph 1 of the Decree may be issued single-entry ordinary private visas for a period of up to 90 days.
These visas are issued for entry into the Russian Federation to subsequently apply to the Ministry of Internal Affairs of Russia with an application for a temporary residence permit, without considering the quota approved by the Government of the Russian Federation and without the need to provide a document confirming proficiency in the Russian language, knowledge of history of Russia and the fundamentals of its legislation.

Citizens or stateless persons permanently residing in the following countries can apply for the mentioned visa:
Australia, Austria, Albania, Andorra, Bahamas, Belgium, Bulgaria, Great Britain (including the British Crown dependencies and British Overseas Territories), Germany, Greece, Denmark, Ireland, Iceland, Spain, Italy, Canada, Cyprus, Latvia, Lithuania, Liechtenstein, Luxembourg, Malta, Micronesia, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, Republic of Korea, Romania, San Marino, North Macedonia, Singapore, Slovenia, United States of America, Taiwan (China), Ukraine, Finland, France, Croatia, Montenegro, Czech Republic, Switzerland, Sweden, Estonia, Japan.
Guide for foreign citizens, moving to Russia:
Attention! In accordance with the Decree of the President of the Russian Federation dated September 29, 2023 No. 734 "On the procedure for entry into the Russian Federation and exit from the Russian Federation of citizens of Ukraine", citizens of this state enter Russia exclusively without a visa on the basis of the documents listed in paragraph 1 of the said regulatory act, and only through checkpoints across the state border provided for by the Order of the Government of the Russian Federation dated October 6, 2023 No. 2723-r "On temporary restrictions on entry into the Russian Federation of citizens of Ukraine arriving from the territory of third countries". They can submit applications for a temporary residence permit only on the territory of the Russian Federation after entering in the specified manner.
Required Documents
To obtain the mentioned visa, the following documents must be submitted:
- Application from the foreign citizen or stateless person (download the form).
- Valid foreign passport of the foreign citizen with at least 2 blank pages for visas, valid for at least 6 months from the expiration date of the visa, along with a copy.
- Completed, printed, and signed visa application form from https://visa.kdmid.ru.
- One photograph (3.5 x 4.5 cm, on a white background, showing a clear frontal image of the face without glasses with tinted lenses and without headwear, except for individuals depicted in headwear due to their national or religious affiliation).
- For applicants who are not Canadian citizens: a permit for continuous residence in Canada for more than 180 days. According to Canadian law, the document allowing a foreigner to stay in the country for more than 180 days is a permanent residence permit.
Fees
- 120 CAD (processing time: 4 to 20 working days).
The procedure for submitting an application for a temporary residence permit (RVP) is established in accordance with the Decree set by Federal Law No. 115-FZ of 25.07.2002 "On the Legal Status of Foreign Nationals in the Russian Federation," as well as the Administrative Regulations of the Ministry of Internal Affairs of Russia for providing state services related to the issuance of RVP to foreign nationals and stateless persons, approved by the order of the Ministry of Internal Affairs of Russia No. 407 dated 08.06.2020.
To avoid unforeseen complications when submitting documents to the regional office of the Ministry of Internal Affairs of Russia for the temporary residence permit (RVP), the applicant must obtain a certificate of criminal record (or lack thereof) from the competent authorities of their country of citizenship and permanent residence before entering Russia.
The certificate must be apostilled, and if issued in a country that is not a party to the 1961 Hague Convention abolishing the requirement of legalization of foreign official documents, it must be legalized, unless stipulated by an international treaty of the Russian Federation.
According to the requirements of the Ministry of Internal Affairs of Russia, the document must be submitted in the original form with a Russian translation (all pages, all marks, stamps, seals, etc.), and the authenticity of the translation or the signature of the translator must be notarized by an authorized consular officer or a notary in Russia, in accordance with Russian notarial law.
If the above requirements are not met or if more than three months have passed since the issuance of the certificate of criminal record at the time of submitting the temporary residence permit (RVP) application, documents of the foreign national may be not accepted.
The mandatory requirements for providing the state service for temporary residence permit (RVP) processing are :
Submission, within thirty days of entry into the Russian Federation, of medical documents on paper or in electronic form confirming the absence of drug use or psychotropic substances without a doctor's prescription, or new potentially dangerous psychoactive substances, and infectious diseases posing a threat to others, as well as a certificate confirming the absence of HIV infection (HIV/AIDS). These medical documents and the certificate must be issued following medical examination in medical organizations located within the Russian Federation, according to the procedure approved by the Ministry of Health of Russia in Order No. 1079n dated 19.11.2021. If there are documented valid reasons, the required medical documents and certificate may be submitted at a later date, but no later than thirty calendar days from the removal of the valid reasons.
Completion of state fingerprint registration and photographing at the territorial body of the Ministry of Internal Affairs of Russia where the temporary residence permit (RVP) is issued.
Payment of the state fee in the amount specified in paragraph 22 of Article 1 of Section 333.28 of the Tax Code of the Russian Federation, prior to the issuance of temporary residence permit (RVP).
