Ambassador-Designate Oleg V.Stepanov was appointed by the Decree of President of Russia on March 9 and arrived in Canada on April 4, 2021.
He graduated Moscow State University of International Relations in 1994 with Master Degree in International Journalism and Public Relations and joined Department of North America of the Russian Ministry of Foreign Affairs.
Previous postings abroad include Consulate General of Russia in San Francisco, USA (Vice Consul), Embassy of Russia in Tbilisi, Georgia (Counselor for Political Affairs), Embassy of Russia in Washington, D.C, USA (Senior Counselor, Head of Political External Section).
In January 2010 Mr Stepanov assumed position of Minister-Counselor for Political and Political-Military Affairs, Embassy of Russia in Washington, D.C. In December 2011 he was appointed Minister and Deputy Chief of Mission of the Embassy.
June 2016 - March 2021 he served as Director of Foreign Policy Planning Department in the Ministry of Foreign Affairs of Russia.
Ambassador-Designate has a Diplomatic Rank of Minister Extraordinary and Plenipotentiary First Class.
Mr Stepanov is a member of two academic NGOs - the Council on Foreign and Defence Policy and the Russian Foreign Affairs Council.
He is married to Mrs.Yulia Stepanova. They raise two children - daughter Elena and son Ivan.
